Final Fantasy VIII Galbadian Garden and deling help?

John: I was at Galbadian Garden and they said I had to go to Deling, so I went to the Far East Academy station to get a ticket, but the attendant isn't there, so I can't buy one. I also can't walk to Deling, What do I do? please help me out.

Rooney: You have to go to Far East Galbadia Station which should be nearby.
Did you go up the stairs and look around? There should be station staff up there to buy a ticket from.
That is the only way you can get to Deling City.
